BLET, Norfolk Southern reach tentative agreement CLEVELAND, August 12 - Members of the Brotherhood of Locomotive Engineers and Trainmen have reached a tentative contract agreement with Norfolk Southern. Details of the agreement will be made available after ballots are returned. The tentative contract governs rates of pay, work rules and benefits for approximately 5,100 locomotive engineers. Ballots were mailed from Cleveland last week and will be counted in early September.
